
The Director of the Public Sector Reform Unit (PSRU), Mr. Sulaiman Phoray-Musa, has formally handed over the draft Independent Management and Functional Review (IMFR) report to the Chief Minister and other major stakeholders at State House.
The document aligns with the Tripartite Recommendations.
In his opening statement, Chief Minister Dr. David Moinina Sengeh explained that the purpose of the meeting was to brief stakeholders on the progress made in implementing the tripartite recommendations. He emphasized that the Steering Committee is responsible for guiding and supervising the Technical Committee, which, in collaboration with institutions like PSRU, has already implemented most of the recommendations. PSRU, he noted, holds the mandate to conduct MFRs for Ministries, Departments, and Agencies (MDAs).
During his presentation, the Director explained that the independent review examined the structure, functions, and operational performance of the Sierra Leone Broadcasting Corporation (SLBC), the Independent Media Commission (IMC), the Political Parties Regulation Commission (PPRC), and the Independent Police Complaints Board (IPCB). The aim was to identify areas that require reform and propose practical solutions to boost efficiency and effectiveness.
He added that once consultations with all relevant stakeholders are completed, the draft report will be submitted to the Steering Committee on Public Sector Reform and later to Cabinet.
Mr. Phoray-Musa further assured that PSRU remains dedicated to driving reforms that promote transparency, efficiency, and citizen-focused service delivery across government.
This presentation represents a key step in the Government’s ongoing efforts to strengthen public sector institutions, enhance service delivery, and uphold accountability in line with national development goals and Electoral Reforms.
